1. At the fictional Bay Market, customers can choose a reusable cup when they buy a drink. They pay a small deposit in addition to the price of the drink. This extra money is returned when they bring the cup back to any participating stall. Customers do not have to return to the stall where they bought their drink. The scheme is intended to reduce the number of cups thrown away after a single use. It does not offer free drinks, and customers can still bring a clean cup of their own. Signs at the entrance explain both choices before people join a queue.
2. After a cup is returned, a worker places it in a closed box marked 'used cups'. These cups are taken to a kitchen, where they are washed and checked. Only then are they delivered to the stalls again. Returning a cup is therefore different from making it immediately ready for another customer. At first, some stall owners worried about having to keep dirty cups near food. The closed boxes allow the cups to be collected without mixing them with clean ones. Workers empty the boxes several times during the market day, not only at closing time.
3. The system also creates practical costs. The market must pay for washing and arrange transport between the kitchen and the stalls. A missing cup has to be replaced, so a deposit that is not claimed helps cover that cost. It is not counted as payment for washing every returned cup. On busy days, customers may wait briefly to get their deposits back. Market manager Eli has proposed a separate return desk to shorten these queues, but the desk has not opened yet. He will decide after comparing the space it would need with the space available for sellers. The market has not announced that reusable cups will be compulsory. Customers can continue to choose another option when buying a drink. Eli wants the process to be clear and convenient enough for people to choose it.
